The Catalan Agency of Cultural Heritage is committed to making websites accessible in accordance with Royal Decree 1112/2018, of September 7, on accessibility of websites and applications for mobile devices in the public sector (hereinafter, Royal Decree 1112/2018, of 7 September).

The content listed below is non-accessible for the following reasons:

Lack of compliance with Royal Decree 1112/2018, of 7 September:

Users may sometimes be redirected to pages outside this website, which may result in inconsistent browsing and identification (criteria 3.2.3 and 3.2.4 of WCAG 2.1).

Barriers to external pages are not covered in this accessibility statement, although they may form part of the browsing process.

This website contains images with non-alternative content (criterion 1.1.1 of WCAG 2.1).

PDF documents contain non-alternative images and lack table and heading markups (criteria 1.1.1 and 1.3.1 of  WCAG 2.1).

PDF documents do not contain tagging indicating the sequential reading order to screen readers (criterion 1.3.4 of  WCAG 2.1).

The text of certain links does not provide enough contextual information (criterion 2.4.4 of WCAG 2.1).

Certain tab components are not accessible to screen readers (criterion 4.1.2 of  WCAG 2.1).

The automatic validator of the World Wide Web Consortium (W3C) indicates that there are errors in the HTML code and CSS style sheets (criterion 4.1.1 of WCAG 2.1).

The method used to prepare the statement was the external accessibility audit conducted by the website accessibility consultancy agency  TOTHOMweb.

Any natural or legal person may submit complaints concerning compliance with the requirements of Royal Decree 1112/2018, of 7 September, as well as request information concerning content that is excluded from the scope of this regulation. 

Applications and complaints are registered in accordance with the requirements established by the Common Administrative Procedure of Public Administrations Act 39/2015, of 1 October.

Application procedure

The application procedure set out in Article 13 of Royal Decree 1112/2018, of 7 September, can be initiated at the Accessible content" procedure through the "Claim an application" modality.

If a request for accessible information or a complaint has been made and it has been rejected, and you disagree with the decision made or the response does not meet the requirements of Article 12.5 of RD 1112/2018, of 7 September, you may file a claim to: 

  • Ascertain and oppose the reasons for this rejection.
  • Urge the adoption of appropriate measures if you do not agree with the decision made.
  • State the reasons why you consider that the answer does not meet the requirements.

A claim can also be initiated in the event that 20 business days have elapsed and you have not received a response..

The Department of Culture is committed to accessibility

The Monuments of Catalonia website has been built to facilitate universal access for all users, regardless of their physical, sensory or intellectual abilities, as well as the technical context in which the site is used (type of device, software, connection speed, environmental conditions, etc.).

Work is therefore done with the aim of adapting the entire website to the recommendations of the World Wide Web Consortium (W3C) in order to eliminate any barriers that hinder access to information and communication. These recommendations are detailed in the WCAG 2.1 web accessibility guidelines.

The Department of Culture is committed to reaching a "Double-A" (AA) level of compliance, as is required of public administrations by European and state legislation.

Directive (EU) 2016/2102 of the European Parliament and of the Council, of 27 October 2016, sets out the standards required of member states so that all public sector websites and mobile apps, regardless of the device used to access these, meet the accessibility requirement set out in the EN 301 549 v2.1.2 (August 2018) standard for accessibility requirements suitable for public procurement of ICT products and services in Europe.

The EN 301 549 v2.1.1.2 standard is mainly based on the Web Content Accessibility Guidelines (WCAG) 2.1 of  August 2018. It is specifically necessary to comply with level AA. Nonetheless, the standard also has additional, mandatory and conditional requirements.

The directive is mandatory although not directly applicable, so a royal decree has been issued at state level to implement its minimum scope and requirements. The state transposition is Royal Decree 111/2018, of 7 September, on accessibility of public sector websites and applications for mobile devices.
