Head of Programmes, Partnerships and Learning at the Tate Modern (London)
As Head of Programmes, Partnerships and Learning, Noel leads a range of multidisciplinary learning experiences, events and opportunities for young people at Tate Britain and Tate Modern, as well as co-leading Tate Collective, the Tate’s youth arts membership scheme, with approximately 130,000 members.

Noel has worked at the Tate since 2013 and is a curator building communities with and for young people, emerging artists and cultural producers through art, ideas and public programming. The Young People’s Programme is co-produced with Tate Collective Producers, a diverse youth collective of approximately 150 young people aged 15-25 and includes large-scale lates, workshops, performances, community art commissions, mentoring, and experimental in-gallery spaces.

The programme supports all young people to navigate the world around them through art, culture and ideas. It enriches the personal, professional and creative journeys of young people and actively supports those from global ethnic majority, LGBTQIA+, working class, disabled and neurodiverse communities to take up space in the galleries and the local community.

Noel’s practice is guided by equity, liberation and social justice – she is involved in leading and participating in many anti-racism and organisational change initiatives at Tate, such as the Race Equality Taskforce.
